Should I compress before or after merging?

Why is my compressed file still large?
If the PDF is mostly high-resolution images — such as a scanned document — structural compression has limited scope. The bulk is in the image data itself. The most effective reduction for image-heavy PDFs comes from re-exporting the source at a lower DPI, if the source file is available.
